Based in SOM’s Washington, D.C. office, Joe Ruocco leads the firm’s civic and government practice. He fosters relationships with federal and international clients including the General Services Administration, the FBI, the U.S. Department of State, and the U.S. Army Corps of Engineers. Joe has more than 35 years of experience working on large-scale, complex, secure government projects in the U.S. and around the world.

Joe has successfully executed projects in diverse cultural environments including Burma, Togo, Ghana, India, Saudi Arabia, and Mexico. He has extensive experience with all design and construction delivery methods, including design-bid-build, design-build, bridging-design-build, design-assist, and public-private partnership (P3). Joe is an advocate for establishing protocols to deliver design-owner assist with integrated project delivery (IPD) methodology, which integrates comprehensive requirements from all stakeholders earlier into the design process.

Through integrated design solutions, we can achieve multiple goals at once: solving complex problems, optimizing workplace performance, and elevating the identity of an institution.

Joe is responsive to client needs, yet firm in serving as the client’s trusted advisor such that objectives are realized at the highest level of quality in the shortest amount of time.
