Panama Government City Master Plan

For much of the 20th century, Panama City was constrained and divided by the border of the U.S. Panama Canal Zone. With the American presence now gone, the government has the opportunity to transform a derelict military base into a new urban center for this emerging global city.

SOM’s plan creates a welcoming mixed-use district that includes a national government campus, an expanded transit hub, and a revitalized neighborhood. At the forefront of this new zone is a rejuvenated Curundú River, lined by an idyllic park with broad walkways, an amphitheater, and public artwork. The plan also calls for a new shaded plaza in the heart of the district. Appropriately scaled to host a variety of events, this lively plaza is designed to become Panama’s next great civic space.
