In 2007, developers approached SOM to create a high-end, mixed-use development connecting the city of Wenzhou’s riverfront and its downtown. Developers wanted to build a distinctive mixed-use center and tower that would, like Shanghai’s Jin Mao, become an iconic presence on the city’s skyline. SOM proposed a 71-story tower with an upper-story hotel distinguished by a novel, outward-facing atrium opening up to views of the Wenzhou region. Further distinguishing the design was a proposal to drape the tower in a diaphanous veil that would give it a subtle, unique nighttime luminescence.
