TMC had been growing in a largely random fashion, with each of the major medical institutions on the site responsible for its own planning, when SOM was commissioned to create a 50-year visionary plan as well as a ten-year interim plan. Completed in collaboration with nearby Rice University, the plan focused on TMC gaining recognition as a center for health, with a wide range of urban infrastructural and service requirements.
